Requirement matrix and TOC
Every pass/fail and scored item mapped, then a master Table of Contents nobody may bypass.
The matrix
The Requirement Analyst extracts every mandatory pass/fail requirement, scored technical requirement, pricing requirement and preference point, then checks each against the evidence library. Anything missing becomes a logged gap with an urgency rating and a responsible person.
The matrix console
The matrix is worked from a single console: filter by status, urgency, agent or TOC section, group by theme, and see coverage and remaining blockers on a live rail at the top. Duplicated gaps raised by different agents are merged, and gaps that later become satisfied by an uploaded document close themselves.
Hard stops
If a mandatory returnable is missing or a declaration cannot be made truthfully, the section is marked blocked and the pipeline halts rather than writing around the gap.
The Table of Contents
The TOC lists every section and appendix, the agent that owns it, the page range and its status, mapped straight to the matrix. You approve it before any content is written, which is the single most effective control against duplication and omission.
